Scranton, Lackawanna County
The former Hudson Coal Company Marvine Colliery site occupies approximately 150 acres adjacent to I-81 and the Lackawanna River in Scranton. This proposal includes development of a new ½-mile road to access the site from the Main Street Exit-58 of I-81, some regrading and mine reclamation work, and storm water and utility infrastructure installation. The site presently has rail service and adjoins a sewage treatment facility and the Lackawanna County Recycling Center.

Archbald Borough, Lackawanna County
The Pompey Colliery is located in Jessup Borough adjacent to the PEI Power Park Industrial Site in Archbald Borough. The abandoned mine land site is bordered by the Lackawanna River, Grassy Island Creek, the Lackawanna County Railroad, the Lackawanna Valley Industrial Highway and adjoins the PEI Power Park with direct access to rail and highway service and an electric/steam co-generation plant fired with recovered landfill gas. The development of an industrial/business park at the Pompey site has been suggested as an alternative to the controversial Moosic Mountain Business Park. Proposals to develop this site are presently under discussion with a number of public and private interests.

The park, designed to be the premier business park in Northeastern Pennsylvania, will feature state-of-the-art utilities and infrastructure that includes underground conduits, curbing, walking trails, and pre-approved level sites ready for development. At the intersection of State Rte. 29 and I-81, Hanover Crossings is a real estate opportunity that is second to none in the Mid-Atlantic United States. Design and engineering study is included in a mixed-use residential, commercial, industrial and recreational master plan for 1,800+ acres surrounding Hanover Crossings.

The construction of a new roadway in Wright Township would connect Elmwood Drive and Route 309 and improve the flow of traffic for existing and future companies from the new and developed section of the Crestwood Industrial Park. Without this access road, further development of the nearly 175 acres of remaining land will not be permitted by Wright Township.

The watershed contains an under-skilled workforce. A very important economic development program would establish an information technology training institute in an area that has suffered long-term economic decline because of environmental problems and economic structural changes. This regional training center would be a consortium of private companies and public institutions that will provide specialized information technology training (including GIS) to the region’s workforce. Several large private firms have already committed to the project and have committed hardware and software for the institute, but federal seed funding is still needed.
One focus of the Institute will be GIS training. In conjunction with the Pennsylvania GIS Consortium and private industry partners such as ADR and ESRI, the Institute will design and implement a model program for training people to produce GIS products and utilize GIS software. The Institute would provide local students as well as existing members of the workforce with information technology/GIS skill training through a certificate program.
The Consortium’s curriculum will be jointly designed by the academic institutions and corporate partners to ensure that graduates of the program have the precise skills necessary to begin successful careers in the information technology industry. Possessing state-of-the-art GIS technology and vast amounts of data will not be of benefit to anyone unless people know how to use it. As a result, the Institute will offer training to local government, economic development, resource management, planning officials as well as to citizens, businesses, and other community stakeholders about how to use GIS for decision support purposes.
