Project Background:

Dunn Pond and Mud Pond in Arrarat Township, Susquehanna County are two principal glacial pond bog complexes which are the headwaters source of the East Branch Lackawanna River. The ponds are located on adjoining 200-acre parcels owned by PG Energy Company successor to the former Pennsylvania Gas and Water Company. The properties are part of 45,000 acres of watershed lands retained by PG Energy after the sale of its water supply business and reservoirs to Pennsylvania American Water Company in 1996. Arrarat Township is interested in the acquisition and conservation of these ponds to help sustain the rural nature of the township and to provide residents with open space and recreation. The acquisition of the ponds by the Township will help insure continued protection of these important water supply and natural habitat resources. Dunn Pond is known to support several rare or endangered species. The conservation of these vital headwaters, ponds and upland areas will be important to the overall conservation of watershed resources for the Upper Susquehanna-Lackawanna Heritage River.

East Fifth Street Recreation Complex, Mount Carmel

Mt. Carmel Recreation Complex

Project Background:

The Mt. Carmel Recreation Complex is located on approximately 21 acres of land situated in the northern part of Mt. Carmel. Currently, a swimming pool and two baseball fields exist on the site. An engineer has been hired to prepare site plans for this construction site. The Borough currently has $81,400 in CDBG funds for recreation at this site and intends to apply for matching funds from the PA Keystone Program for this project in the next round of application funding. The Grant Program will also be used for the demolition of five buildings at this site.

Rehabilitation of Green Ridge Playground, Mount Carmel

Project Background:

The playground is situated at the eastern end of the village of Strong, Mt. Carmel Township. The playground is located at the intersection of major highway Routes 61 and 54 and lies adjacent to a tributary of Shamokin Creek. Rehabilitation of the playground would include replacement of aging pieces of playground equipment, acquisition of additional playground equipment, and the compliance of the facility to recommended safety standards and ADA requirements.

Restoration of Shamokin Playgrounds

This project would restore the infrastructure of five city-owned playgrounds to include: replacement of sidewalks to ADA standards and restoration of historical perimeter walls; removal and resurfacing to ADA standards of the court areas which will be expanded at all sites to include multi-purpose play areas; installation of basketball courts; purchase and installation of ADA approved playground equipment; installation of security lighting; removal and replacement of perimeter fencing; and installation of ADA approved ramps for handicap accessibility.

Flood Plain Management and Canal Restoration/ Walking and Roller Blading Path, Northumberland

Project Background:

The projects seeks to evaluate opinions for sewer and water plants owned by the Borough and PP&L substation, all of which are jeopardized and potentially put out of service by high water. Restoration of the canal lock that still exists near Route 11 in Northumberland and restoration of the canal beds connected to it will promote the re-claimed canal beds and lock as tourist attractions to preserve Susquehanna Valley’s canal heritage. The project also includes plans for the construction of a walking and roller blade path of hard surface. This path would run from Priestly Bridge, south along the Susquehanna River, under the Conrail Bridge, beyond the sewer plant, along the Susquehanna River, and under the Route 11 bridge to an old sand heister abutment.

Nikomahs Playground (I)

Project Background:

The project includes plans to lay out and mark composites design to protect existing vegetation. Plans also involve the installation of a gravel pad; construction of a toddler and younger child recreation area, to be associated with education and environmental values; the building of a family and group picnic site; the construction of parking and restroom facilities for day use; and construction of a pavilion designed as an environmental education site. The project also provides for the construction of designated fireplaces and cooking facilities, per camp site and group location; the installation of several facilities; the installation of a shower house facility; and the supply of running water from a well. Funds would also arrange for installation of gray water sandmounds and sewage holding tanks; drilling of new well on existing site; installation of handicapped facilities for approved projects; the purchase of supplies such as a tractor wagon, brush hop, grass cutters, a pickup or dump truck for hauling, and dumpsters and sorting facilities for trash and recyclable materials; excavation of ground for a concrete pad and tank installation.

Project Background:

Columbia County is currently participating in the Pennsylvania Agricultural Conservation Easement Program. The Columbia County Farmland Preservation Board and the County Commissioners have purchased development rights on seven farms, with the hope of future additional purchases. Columbia County also supports the North Central Pennsylvania Conservancy in its efforts in securing future Conservation Easements.

The proposed trout center would protect and promote the quality of wildlife in the Central Susquehanna Rover Valley. The center would benefit the brook and rainbow trout, sunfish, brim, bluegill, and perch, and it would also promote waterfowl, wetlands, and wildlife. The proposed center would provide more employment and increase the local economy. The center would be located adjacent to the existing community park, and the trout museum and fly-fishing guide service would attract tourists.

Canal Boat Historical Site, Danville

Project Background:

Through a very brief period in our history, the canals were very important in the industrialization of our country during the early to mid 1800s. The canal, an engineering marvel, made the shallow Susquehanna a viable highway for goods. Danville was an important river town, and vestiges of the canal still remain. The Montour County Commissioners propose a small park, surrounding the Community Christmas tree, which would include a laminated photographic display of our canal, its history, and a full-scale canal boat. The local Vo-tech schools could be approached to see if they would be interested in tackling construction as a class project. This park would become an attraction for tourists, school children, and local citizens, and it would be another reason to visit "downtown."

Danville Town Lake

Project Background:

This project would install a small (less than thirty feet wide) fabri-dam across the Mahoning Creek, downstream of the sewerage treatment plant near the F. Q. Hartman Field. This would create a small lake for recreational use during the summer months and serve as a focal area for further recreational development of the land adjacent to the river, which is owned by the municipality. In conjunction with this project, a small segment of the canal could be restored. Also, in the vicinity was once a Susquehannock "village." A Long House could be constructed to commemorate the original inhabitants of our area. Three years ago, a representative of the U.S. Army Corps of Engineers inspected the area to determine feasibility. The project would promote recreational and educational benefits.

Boat Launch Facility, Union Township

Leggetts Creek Greenway, Scranton

Project Background:

The project is a public/private project to develop a 78-lot low- to middle-income residential subdivision with a recreational greenway corridor on approximately eighty acres along Leggetts Creek in North Scranton. The project involves private developer Linde Enterprises, Lackawanna Land and Energy, Inc., and Thomas McLane Associates working with the City of Scranton Office of Community and Economic Development. The developer is installing the subdivision infrastructure at the former Marvine #6 abandoned mine land site. Extensive regrading of coal waste and mine overburden piles is needed to create buildable lots on upland portions of the site. The developer will create a greenway along the Leggetts Creek flood plane linking two existing recreation sites, a city park and a Little League field on opposite ends of the development along the creek.

Kocher Handicapped Accessible Nature Park and Fishing Area

Project Background:

Keith Kocher and his wife Joan of Lightstreet, PA have offered to donate 4 acres of land fronting Fishing Creek. The property has been experiencing severe erosion along the bank. The Columbia County Conservation District and NRCS estimate that one 700 ft section of the bank lost upward of 1500 tons of sediment during the flood of 1996, and has been losing as much as 700 tons each year since. The U.S. Fish & Wildlife Service is designing a Fluvial Geomorphologic approach to stabilize the streambank. Once this is done, we will build a nature park utilizing the plants and trees indigineous to our area. Then we will build wheelchair accessible trails and a handicapped accessible fishing area.
